Senate Funding Deal Reached to Avoid Shutdown Ahead of Midterms

Senate leaders announced a Senate funding deal in early August 2026. It will fund the government through December 11, 2026. Leaders acted early to head off another shutdown. They wanted the deal done before lawmakers left town for the August break. Senate Majority Leader John Thune worked with Susan Collins and Patty Murray to write the bill. Collins chairs the Senate’s spending panel. Murray is its top Democrat.

What the Senate Funding Deal Does

The short-term bill is often called a continuing resolution. It keeps agencies funded at current levels through December 11, 2026. Meanwhile, that date pushes the next big funding fight past the November midterms. So both parties get room to campaign. There is no live shutdown fight in the background. The move follows the House’s own action in July. The House voted then to extend funding. For now, it wanted to avoid an election-year lapse, NPR reported.

The bill does more than just extend funding, though. It has several specific parts that came out of talks between the GOP and Democrats. It bars the White House from shifting Border Patrol money to cover its own goals. That rule aims to keep Congress in control of how the funds are spent. It also delays — but does not end — a Trump-era rule. That rule makes appointees check federal grants against the president’s goals.

Points of Disagreement Over the Deal

Not every idea made it into the final text. The deal reflects give and take on both sides. The White House had asked for $1 billion for so-called “Trump-class” battleships. However, that money was left out. The GOP has also pushed for a 44% jump in defense spending, reports say. It also wants roughly 10% cuts to non-defense programs. That budget plan is still unsettled. It will likely come up again. In fact, lawmakers must write full-year spending bills later in the year.

Those shutdowns idled workers and delayed services. They also drew anger from voters in both parties. Midterms are coming in November. Neither side wanted blame for a third shutdown. Neither side wanted a funding fight to dominate the news in the final months of the campaign.

For now, congress set the new deadline for December 11, after the election. That move took funding off the table as a midterm flashpoint, at least for now. Still, the core fights are not settled. Defense spending levels, non-defense cuts and White House control over funds will all need to be worked out. That will happen in a full-year spending bill. As a result, or it could happen in another short-term extension before the new deadline hits.

The Senate was set to vote on the measure before leaving for the August break. That timing followed the pattern the House set with its own vote in July.

What Comes Next for the Senate Funding Deal

The Senate funding deal pushes back the shutdown threat. So Congress will likely turn to the bigger spending fight next. Still, that process has to wrap up by December 11. Lawmakers will need to settle the disputes left open here. That includes how much defense spending rises, how deep non-defense cuts go. And the fate of the grant-review rule Democrats have criticized.

Leaders in Congress have not set a schedule for that follow-up fight yet. In fact, any deal will likely hinge on the outcome of the November midterms. This could shift power in one or both chambers.

For now, the Senate funding deal gives agencies budget certainty through year’s end. It also removes, at least for a while. The risk of a shutdown landing in the final stretch of the 2026 campaign.
