Remote Job Postings Surge Even as California’s Strict Return-to-Office Mandate Sparks Union Fight

Here is the latest on Remote work trends 2026. Remote work is pulling in two directions at once this summer: hiring data shows remote job postings climbing sharply for a second straight quarter. In fact, even as California’s governor enforces one of the strictest state-government return-to-office mandates in the country. The result is a labor market where employer policy and employer demand appear to be moving in opposite directions. And where the fight over where people work has become as much a political and legal battle as a workplace one.

Key Facts

  • Remote job postings rose 22% in the second quarter of 2026 compared with the first quarter, the second consecutive quarter of double-digit growth, according to FlexJobs’ Remote Work Economy Index, which analyzed more than 60,000 companies.
  • Despite that growth, fully remote roles still make up only about 4% of new job postings overall, versus 77% fully on-site and 19% hybrid, according to Robert Half research.
  • 88% of employers now offer some form of hybrid work, but only 25% make it available to all employees, Robert Half found.
  • California’s return-to-office mandate, issued by Governor Gavin Newsom, requires roughly 108,000 state workers to be in the office four days a week as of July 1, 2026, up from two days previously, according to CalMatters.
  • A California state audit found the state could save about $225 million a year through telework, a figure Newsom’s administration proceeded past in issuing the mandate, per CalMatters.
  • Texas Governor Greg Abbott reversed a 2025 ban on state employee remote work after just three months, after surveys found telework did not reduce productivity, CalMatters reported.
  • 55% of professionals rank hybrid work as their top preference, and 38% of workers say they are looking or planning to look for a new job in the first half of 2026, according to Robert Half. This detail matters for anyone following remote work trends 2026.

Remote Job Postings Are Growing Again, But From a Small Base (remote work trends 2026)

After several years in which “fully remote” job listings steadily shrank as companies pushed workers back toward offices. The latest data suggests a modest reversal. FlexJobs’ Remote Work Economy Index. This tracked more than 60,000 companies from April through June 2026. Found remote job postings rose 22% quarter-over-quarter — the second consecutive quarter of double-digit growth. Project management posted the highest volume of remote listings. Meanwhile, computer and IT postings grew the fastest, more than doubling over the period. Sales and operations roles also saw strong growth. With operations postings up more than 30%, according to the FlexJobs analysis. This detail matters for anyone following remote work trends 2026.

The employers doing the most remote hiring, per FlexJobs, include large. Established companies such as UnitedHealth Group, Thermo Fisher Scientific, Medtronic. For now, general Electric, General Dynamics, Abbott, JLL (Jones Lang LaSalle) and IQVIA — mostly healthcare. Life sciences and industrial firms with distributed operations. The highest-paying remote roles identified in the report all topped $100,000. Led by senior product manager positions at an average of $132,634 and business development manager roles at $132,329. Notably, FlexJobs found employers still reserve most of the highest-paying remote jobs for experienced professionals with specialized skills: 65% of remote postings targeted experienced-level workers. Meanwhile, only 6% were entry-level. This detail matters for anyone following remote work trends 2026.

Still, the growth needs context. Separate research from Robert Half, drawing on data through the first quarter of 2026. Found fully remote postings account for only about 4% of new job listings. Still, compared with 77% fully on-site and 19% hybrid. In other words, remote work is expanding.

But off a small and still-shrinking share of the overall job market relative to hybrid and in-office roles. Katie Merritt, senior research and data manager at Robert Half, is credited with the firm’s analysis. This also found that 88% of employers now provide some hybrid work option. In fact, though only 25% extend it to all employees rather than select roles or teams. This detail matters for anyone following remote work trends 2026.

California’s Return-to-Office Fight Becomes a National Flashpoint (remote work trends 2026)

The clearest sign that remote and hybrid work remain contested terrain came from Sacramento. Governor Gavin Newsom’s executive order requiring most California state employees to work in the office four days a week — up from two — took effect July 1. 2026, drawing immediate pushback from public-sector unions. Also, according to CalMatters, the mandate covers roughly 108,000 state workers. With case-by-case exemptions available for employees who live more than 50 miles from their worksite or whose jobs are primarily conducted outside an office. This detail matters for anyone following remote work trends 2026.

Capital Public Radio reported that state workers protested as the mandate took effect. Citing concerns about childcare logistics during the summer, parking and traffic congestion. Meanwhile, and office space that has not kept pace with post-pandemic staffing levels. Multiple unions, including SEIU Local 1000, the California Association of Professional Scientists, Professional Engineers in California Government.

And the California Attorneys, Administrative Law Judges, and Hearing Officers in State Employment, opposed the order. SEIU Local 1000 filed an unfair labor practice complaint with the state’s Public Employment Relations Board. Alleging the administration refused to bargain in good faith over telework, according to Capital Public Radio’s reporting. For now, bloomberg Law reported that the union’s request for a court order to pause the mandate ahead of the July 1 deadline was denied. This detail matters for anyone following remote work trends 2026.

“Telework is absolutely a negotiable working condition. The state can’t simply make a unilateral decision,” SEIU Local 1000 President Anica Walls said, according to Capital Public Radio. In a separate statement reported by CalMatters. As a result, walls argued that “a blanket mandate does not work for all the jobs that our workers do. Let the departments decide.” Newsom’s administration has defended the mandate as a way to increase productivity and support downtown businesses that rely on office-worker foot traffic, according to CalMatters’ reporting. This detail matters for anyone following remote work trends 2026.

The financial case against the mandate has become part of the controversy: CalMatters reported that a state audit concluded California could save approximately $225 million annually through continued telework arrangements. A figure the administration moved past in issuing the stricter in-office requirement. Still, assembly Bill 1729, authored by Democratic Assemblymember Alex Lee. Would let individual state agencies set their own telework policies with evaluation metrics. It has passed the state Assembly but still requires the governor’s approval, according to Capital Public Radio.

How California Compares to Other States

California’s four-day mandate is stringent, but it is not the strictest in the nation. CalMatters’ state-by-state comparison found Nevada and New Mexico — one Republican-led. In fact, one Democratic-led — both require state workers in the office five days a week, more restrictive than California’s policy. On the other end, Utah requires just two office days per week for state employees. And several states, including Colorado, Hawaii, Illinois, Massachusetts, New York, Oregon and Washington, have kept more flexible policies in place.

Perhaps the most instructive comparison is Texas. Governor Greg Abbott initially banned remote work for state employees in 2025. Also, but reversed the policy after roughly three months once internal surveys showed telework had not reduced productivity, according to CalMatters. That reversal has become a talking point for California’s unions. Who argue it undercuts the productivity rationale behind Newsom’s mandate.

What It Means for Workers and Employers

Taken together, the FlexJobs and Robert Half data paint a picture of a labor market where remote work is growing in absolute terms but remains a minority arrangement overall. Concentrated in specific white-collar fields and reserved disproportionately for experienced workers. Meanwhile, robert Half’s research found that 55% of professionals rank hybrid work as their top preference over fully remote or fully in-office arrangements. And that 38% of workers say they are job-searching or planning to search in the first half of 2026 — with flexibility cited by 47% of workers who are staying put as a key reason for not looking elsewhere.

The California standoff illustrates why the issue remains so combustible: for public-sector unions representing roughly 108,000 workers. Office attendance policy is now a matter for formal grievance and litigation, not just internal HR guidance. As more states and large employers set their own rules — from Nevada’s five-day requirement to Utah’s two-day floor — workers and job seekers are likely to see an increasingly patchwork landscape rather than a single national standard for where and how often people are expected to show up.
